You need to access it through the Waypoint App on the 360, and have beaten the Reach campaign on at least Normal, as well as having 450 gamerscore across 3, Wars, ODST, and Reach.
On the Waypoint App on the 360, there is a section that allow you to unlock the security and CQB helmets and their variants as well as their armors after meeting certain requirements. Usually, you have to get 1-3 Achievements and/or reach a certain Career Milestone (obtained by unlocking Achievements). Once the requirements have been met, you can obtain the armors through the Armory in Reach.
Does anyone know how to unlock the attachments?

Just go to the Halo Waypoint App on the 360, there is a spot that tells you what is required to unlock each piece.

Im assuming you cant actually do this on xbox one?
