The best surefire way to start over with your Reach Profile is literally starting a new Xbox LIVE account. Without risking other negative action, this is the only other way. There are methods that can chance it, but those methods at the core violate LIVE Code of Conduct not to mentioned are frowned upon by the Halo community here, and can actually lead to account or console bans instead.
When you state your account was glitched, do you mean you lost some cR and rank? If so, your account actually didn’t glitch, a system put in place by Bungie kicked in and demoted you intentionally when logging onto Xbox LIVE with Reach for the first time. It is a balance system that was put in place, so people couldn’t use ill-legit methods to get to an obnoxiously high rank or max out their rank offline, then log online for the first time on Reach to save the progress. Play some Reach online and earn that cR back quickly
