How to make the game look better?

I get playable framerates but my game looks horrid no matter what settings I use for graphics. It’s very blurry and everything is kinda like blurred together on screen instead of sharp.

GPU: RX 480 8gb
CPU: i7-7700k

My only good description of how it looks is if you put the resolution scale down 50 percent but it’s still on 1920x1080 and putting it to 200% of that it still looks bad
