First off, I’d like to say that I haven’t played Halo 4 yet so Im ignorant towards how balanced the sand box is. So please just take this post with a pinch of salt.
What im curious about, is how the BR fits in with such a diluted sandbox (especially in the precision rifle category). From what I last heard, the BR and DMR are both 5sk weapons. However, I assume that any half-decent player can be accurate with a DMR in medium-short range combat. Therefore, in the hands of a decent player, wont the DMR destroy the medium-short ranged BR (hindered by spread) at long range, and be just as effective at medium-short range? So then what’s the point of using the BR?
How I propose to balance this, is to make the BR a 4sk weapon. Now hold on, before you start yelling at me, read on.
The BR is affected by spread, right? I propose, that if the BR lands all 3 bullets of all of its 4 shots (12 bullets), then it should kill an opponent. However, I also propose that the BR’s spread should be significant enough that at LONG range it should be unlikely/impossible for all 12 bullets to land. If they don’t, then it should turn into a 5sk weapon (or more).
This will give the BR an edge against other rifles at short-medium range, which it is supposed to excel at.

note* Im fully aware that 343 have used their own methods to balance this issue. I have merely proposed an alternative solution to give the community food for thought. I am not underestimating 343 
The BR is 5sk but it also appears to fire faste than the Halo 3 BR, so it would still be able to kill faster than the DMR its just not as effective as the DMR at range.

My pleasure. Im just trying to stress that Im not saying ‘this is what should be done’, but that ‘this is an idea I came up with, do you think it would work?’
I know 343 have already balanced this issue 
The far less complicated way to address this issue would be to adjust fire rates. Which I think has been done.
