Hear me out. It’s quite a simple change. Give hunters a patch up in the back. It will be temporary armor over his back. After sustained damage to the backplate, it pops off. That with the Combination of Reach hunters turning around 24/7 is a good improvement.
You should also make them faster.
I’ve always wanted Hunters to be more challenging, and maybe this is the solution.

Yeah, they already have this. It’s just a slither of their waist and neck that is exposed.
Sounds good, but I thought they were difficult enough in Reach with the shield slap when you circle their gun side.

I also think they should be deployed in more tight spaces like in Halo: CE. That’s when they were the most dangerous in my opinion.

A very small gap that you’re most likely to miss and need to shoot off the back plates to get a better shot.

Agreed. In CE, if you were moving forward when running away from them, they’d be able to maintain pursuit forever. If you were backpedaling, they will catch up to you.
2.25 (forward) vs 2 (backward) is barely a big difference. That’s how fast CE Hunters are. They were nearly as fast as the player. It took a mere .25 difference to give the player the edge. Otherwise, they’d always catch up.

A faster version of ODST Hunters would suffice in my opinion. Perhaps make them bigger too.

Well since it seems the hunters lost their ability to jump to dodge incoming vehicles from CE and are now glued to the ground. How about giving them the ability to use their shield to knock you out of the way?

Sure, I wouldn’t mind that. I’ve always thought that Hunters should be the toughest members of typical Covenant infantry.
