Ok right now Go into Squad DLC, or if you only have anniversery, go to that playlist. Play a game. Then after exit matchmakeing and pull up the stats screen. Select a player. Submit a review. Prefer the player. This will make you more likely to be matched with this player. Keep doing this and eventually you will start to notice that sometimes in other playlists people you prefered get matched with you.
In order to find players with all DLC go to Squad DLC and wait untill you get an anniversery map as a voting option. Then prefer all players in the game. This makes them more likly to be matched with you and once you have enough players with the DLC the game will try to match other DLC owners with you.
For best results only prefer players that Have the DLC.

I’d rather not have to play these people over and over again. I won’t lie, I’m not terrible, but I’m by no means amazing. I generally like to get a challenge out of a match, but don’t like being dominated completely by another set of players, especially when I’m in a full party communicating and whatnot and still not getting the job done.

What?? Generalization much?? I’ve found quite the opposite to be true, in fact. No one is saying you HAVE to do this but obviously it’s a fairly loose work around.
People avoid me all the time and I still get matched up with them regularly. Prefer/Avoid doesn’t really work.

Depends on what you define a “tryhard” as.
I’ve always found the DLC playlists contain pretty average playerbases with a lot of camping and abusing of cheap mechanics like the Banshee in the Noble playlist.
I can’t stand 100% bloom so I won’t play the current DLC playlist because of that alone.
Maybe add a DLC filter or make it required for THE NEW EVOLVED PLAYLIST
Preferring people or avoiding them does NOTHING
If all players share one of the DLC map packs, make the third option of the voting options always one of those shared DLC maps.
