How to get all armor for Halo Reach?

I have bought every armor but still at 99 percent. What do I do? The last thing I was to complete Halo 3 ODST campaign on heroic I did that it gave me my achievement but I am still at 99 percent. If I go to legacy page in halo reach it will say that I only completed halo 3 ODST on normal but I have really completed it on heroic with achievement to prove it.Help please.

This belongs in the Halo: Reach forum, or the Support forum. I’ll try anyways; did you buy all attachments for all helmets and all armor effects? The achievements should have nothing to do with armory completion.

Make sure you have all the armour attachments and Armor effects and Firefight voices bought.

For the ODST thing, my advice is to re-play the starting scene on Heroic, see if that fixes it.
If it doesnt, then you might have missed a mission, or you started a mission from one of the rallypoints.

Now, for the Halo 3 ODST helmet unlocks. This is the only sets you unlock through achievements from other games:

CQB Armor Set:
Halo 3: Heroic Campaign
Fear the Pink Mist(Needler)
Graduate (if im correct, rank up in one playlist)

Military Police:
Halo 3: ODST Heroic Campagin
Pink and Deadly(Needler)
Heal Up (if im correct, get a health pack)

…waypoint is not reading your campaign progress from ODST, which prevents you from unlocking the armorset, but if you have the achievement, then I recommend taking it up to 343 in the support section.

There has to be something you are missing, do you have all the voice thingamabobbers?

Play the entire ODST campaign while connected to Xbox Live. Some things don’t register if you do them offline.

All armor must be bought for 100% except:
haunted helmet
all military police helmet variants
all cqb helmet variants
security chest
multi threat chest
legendary flames
eternal flames
recon helmet’s third attachment
BUT ALL OTHEF ARMOR MUST BE BOUGHT, EVEN FIREFIGHT VOICES.
you may have just skipped some helmet attachment on accident, I would go through it all.
