You need to join a Spartan Company and help them towards completing the Kill Commendations that each company has. You have to complete all commendation at level 3 for the armour, then level 5 for the helmet. It’s quite a grind!! Take a look through the Spartan Companies and find one which agrees with you.

You can, just go to the Spartan Companies section and start a new one the make a new thread in the Spartan Companies forum to advertise for members
