How to get Achilles Armor???

I’ve been wanting the Achilles Set but how exactly do I get it?

I’ve read the description of various Spartan companies that they have LvL 3 done for Kill Commendations. If I join will I still be able to get the Armor? Or how does that work exactly?

To obtain Achilles armor and helmet you have to be in a spartan company when the level 3 and level 5 (respectively) kill commendations are completed, if you join afterwards you will not receive the armor.
