how to get Achilles armor?

I know it involves Spartan companies. But what do you need to do with your company?

You have to get your Spartan Company’s kill commendations at level 3 for the armor and have them maxed out for the helmet.

My Spartan company got the level 3 kills but didn’t get the chess piece for the Achilles armor and does know why?
