Make the system generate ‘REQ Experience’ over time rather than for each action taken. Each action taken would still allow you get ahead. But at some point in the game everybody will have a high REQ level.
The main reason people get locked in the base is due to higher REQ levels. If it happens early on. When you have like level 2 REQs the enemy will lock you in the base.
