A lot of developers tend to focus on ensuring that they appease the problem that gets the most whining.
More people complained about the store than the gameplay I guess.
Only reason they did that is because they also hate how much devs charge for cosmetics so they complained. What they didn’t think about is that so much complaining about that will mean they focus on it instead of the game. Oh well let them spend $100 on cosmetics and then when they want to play the game is a broken mess and their cosmetics are rendered even more useless than originally.

Halo 4 was the last one in the series to do so.
You COULD say that about Halo 5, but most of them were added to regular REQ packs you could raffle for.

Now all that is left from Halo 5 as a completionist unlock is -
- Achilles for being with great Spartan Fireteams and high-ranking.
- Olive for getting your forge map featured.
- Timmy for playing over 100 custom games.
What does Halo Infinite offer? Cross-promo unlocks, skins and stickers in the Campaign, and a boring battle pass system that is the most overused thing since Fortnite popularized it.
Honestly, it would’ve been nice to unlock the Mark VI Gen-3 Armor Core upon beating the campaign on Legendary.
