So it seems highly likely that 343 plans to release weapons into Infinite like they did with Halo 5, but that never included campaign and that kinda sucked for any campaign fans. Here’s how to fix that.
Add weapon drop pods around the world in Infinite that randomly have 6 weapons and 1 equipment and the player can pick one. That way, when new weapons are added to multiplayer, they can also be used in campaign mode as well. I feel like this is an excellent way to solve that problem.
And the details could be changed, like maybe pick two weapons or maybe it works more like the REQ store in Halo 5, the specifics don’t matter as much as the ability to easily use post launch content in campaign and have it function naturally and flow with the game.
Or have it that you can order specific load-outs whilst out exploring the open world via deliverable drop pods to certain set locations. Using some sort of points based system.
And maybe include some similarities to the ODST hub world. Where you the player could unlock weapon/vehicle storage locations. But since this is a big open world these storage locations should have the items inside them respawn after a certain amount of time or upon campaign load.
All in all I like your ideas and agree that any new weapons added to multiplayer should also be included into the open world campaign sandbox somehow.

Thank you. Yeah, ODST like system is a good suggestion. Something that isn’t OP like you can’t just go load up on power weapons before each fight but something to allow post launch weapon content to be used in campaign and feel natural and flow like it was there at launch.

Imagine ordering a Warthog or Scorpion and getting it delivered via Pelican drop off in the open world… (Only in set locations and would have a very big cool down period)

Another great suggestions, I totally didn’t think about post launch vehicles. That’d be awesome! Maybe a points system of how many enemies and what rank they are and then you can call in a drop.

The points system should work in essence that, for every objective/challenge you complete you earn a certain amount of points.
