How the REQ System could be vastly improved

The Problem:
As we all know, the REQ System in Halo 5 has a very low approval rate among the community. This is due to multiple reasons:

  • It takes forever to actually be able to get what you want. This is due to 2 things: the REQ pool is so watered down with useless junk and that the various REQ packs offered only differ by the rarity of cards they supply. - Because of how difficult it can be to get good stuff, many people, including myself, tend to view their REQs as simply too valuable to risk losing without getting many kills. This causes people to seldom use them and rage when you do lose the REQ. - You no longer earn stuff through achievements and commendations since everything minus Achilles is acquired through REQ packs. This kills the satisfaction you get and makes things like Mark VI and Helioskrill meaningless.My solution:
    My solution to these major issues would be to completely reinvent the REQ System because I don’t think it’s going away any time soon.

For problem #1 I would clean out the REQ pool and replace the bronze/silver/gold packs with a cosmetics pack (for armor, skins, stances, etc.), a weapons pack (for guns, power ups, and armor mods), and finally a vehicles pack.

Solving problem #2 would bring the biggest change to the System. To start off, I would completely throw out the idea of ‘REQ Certifications’ and ‘Single use REQs’. Instead, there is only one type of card you could get in a pack: a simple REQ Card, which could either be a new card or an old card. If you get a new card, you unlock the REQ. Once you get a certain number of old cards, you level up the REQ. (By now it should be obvious that I am emulating this off of the system used in Halo Wars 2.) However, leveling up the REQ won’t buff the stats like it does in Wars 2, instead, leveling up the REQ increases the maximum number of REQs you can call in per game and decreases the cooldown between each call in.

Lets say for example that I have just unlocked Nornfang and it is only level 1. As long as it is level 1 I can only spawn in 1 Nornfang per game. Once I collect enough Nornfangs from packs it will be upgraded to level 2. At level 2, I am limited to 2 Nornfangs per game with a 5 minute cooldown time. This solves the problem of people being too afraid to call in REQs and they won’t rage as much when the die without getting much use out of them. This also prevents people from spamming specific REQs such as the Banshee Ultra.

Solving problem #3 is easy as pie: make achievements and commendations grant cosmetics rather than REQ Packs!
