The plasma rifle (or repeater, whichever they choose to use), should Take about 5 shots to lower shields and 9 shots to the body to kill (or 6 headshots).
Where the AR would excel more at mid range since it does not have a slow projectile speed, the plasma rifle should be an extreme assist weapon.
In should be able to tear through shields the easiest and fastest at close-mid range but lack the finishing power to actually kill enemies quickly.
So in other words, this gun is deadly up close but can only knock out shields effectively at mid range.
I would use this weapon as a support weapon. Any player I see, I can knock out his shields almost instantly at close-medium range. But if I don’t have a teammate as support, I’m totally screwed unless I am up close where the gun not only kills fast but requires one or two shots and then a melee for a beat down.
Also, this weapon should have a special zoom in function. Since it is 100% accurate at all times, maybe zooming in should up the projectile speed making it possible to kill at mid range like the AR. (But as soon as you get shot, you are back to only being good at cqc.

I like the idea of bringing back the shield-knocking power like it had from Halo CE. It would really help set it apart from other autos.
Another thing I really like is the idea for speeding up projectile speed in smart scope, that is something unique that I have never seen before. I think a cool way to balance that would be to decrease the rate of fire while in smart scope.
The only thing I’m not sure about is the 100% accurate part. I think I should have some spread, but tighten up a bit in smart scope. Not as tight as the AR though.
I want the H: CE Plasma Rifle. With its stun effect and it has to be at least 15% stronger than the AR to be worth picking it up despite the former’s non-hitscan speeds compared with the latter AR’s.
I want CE plasma rifle mechanics placed onto a covy weapon that fires blue projectiles, I don’t care whether it is an OG plasma rifle, repeater, or storm rifle, its all just window dressing.
The CE plasma rifle had range and literal stopping power. Bringing back the stun mechanic and real shield damage would be a huge incentive to pick up it up. The CE PR is the only auto weapon that has deserved its headshot mulitplier, it is awful on high spread SMGs and ARs in Halo 5. All post CE plasma rifles and variants have been little more than blue smgs.
Buff the damage a bit to compensate for Halo 5 killtimes, and have the smart scope activate a ‘leading’ reticle like there used to be in Reach. I want a real spiritual successor to the CE PR, not a superficial pretender we got in Halo 2 onward.
We need the CE freeze effect. This would be great against the thruster!!! It would add value to the weapon.

I can tell you one thing, this would be absolutely broken with BR starts. One guy could just spray plasma at the enemy while everyone else pops heads off before they have a chance to do anything. Which is why we shouldn’t have BR starts.

That’s kind of the point though. Two people working together, one using the plasma rifle, and the other using a precision weapon (even the magnum) would do awesome.
Teamwork incentives = awesome. Since the plasma rifle isn’t going to ever be a spawn weapon, it has to actually have value or nobody will ever use it.
Making it a super assist weapon is much more of a good idea than making it an AR clone like in Halo 4.

I’m not sure about stun mechanics. It sounds great in theory until it is used on you. Players don’t mind being killed but when your mobility is restricted, it can be quite frustrating.

I want the plasma to travel as fast as the Spectre’s cannon shots.
Only problem is that we’ll almost definitely be getting the Storm Rifle. Still, I agree that it should act like the CE/H2 plasma rifle.

How about a plasma rifle that has hitscan bullets (like specter turret) and knocks through shields almost instantly but takes many many shots to kill armor and when you hit an unshielded opponent, their mobility decreases and they can’t sprint.
Badically, this would be an awesome melee weapon and assist weapon but will rarely actually get kills by shooting.

I don’t agree with making it weak just to add stun, the PR in CE isn’t op, however, I do like your idea. I’d be ok with that.

Well i wouldn’t exactly call it weak. It would be ridiculously strong since it would wipe our shields about as fast as an overcharged plasma pistol. It just can’t kill quickly on too of being a shield destroyer.
