the spartan SAM is shot by a plasma pistol and it burns threw his armor (Before they had the recharging shields) The mounted plasma cannons on ships do more damage burning threw layers of metal.

Pretty much everyone who is decently invested in Halo’s lore or anyone who knows anything about plasma (the state of matter, not blood component) knows that it will burn through armor plating and body parts.
