I believe Bungie declared that the number stated in the novel is correct (back when they were in charge of Halo). I take that to mean that the difference is the number of Spartan 2 washouts who were repaired enough to rejoin their brothers and sisters on the battlefield. I personally suspect that flash-cloning had a lot to do with this. If they could flash-clone complex body parts like arms and vertebrae, and augment them on their own before transplanting them to the Spartans, then the final result should be the washouts being as fully functional as their brothers and sisters who had been successfully augmented over 20 years before.
