If I had to pay for the base game, then I would be angry that nearly every cosmetic item is locked behind a pay wall. However, I haven’t paid for the game directly, but am playing it via Game Pass, which I guess is the case for many others.
They need to make the money somehow, and unfortunately the mobile market has shown how lucrative it is to for micro transactions after you (essentially) give the game away for free. Exploitative or predatory? Yes. Illegal, at the moment no.
Sure, it’s annoying whenever I level up, and the unlockable is only for Battle Pass owners, but then, I haven’t paid anything (so far!)
So I’m torn… On one hand, those shelling out loads is subsiding for the likes of me who don’t play. But I understand how much of a morality issue it is.
Not covering - it’s still a bad offering. But in practical terms they are new parameters and people didn’t buy them in the first place.
You conveniently left out that Halo 5s Req Packs could also be earned for free with no less than 5 games of Warzone Firefight or just normal Warzone. Halo Infinite doesn’t give us that luxury.

If we take a closer look, Halo Infinite wasn’t the first Halo game to place cosmetics behind a paywall. Halo 4 has the Championship Bundle (nowdays free) and Halo 5 had/has the Voices of War pack (Announces) and some HCS Weapon Skins.
The main difference between Halo Infinite and the previous examples is that a larger proportion and absolute quantity of the cosmetics are locked behind a paywall.

IMO, Halo Infinite and 343 are victims of the Times. The devs released a “game of service” “free to play” game. For the the last 6 years, we as gamers have had these type of games with the SAME ridiculous monetary transactions, cut content to be sold to us later, that we all are now collectively tired of this type of game business model. 343 and Halo infinite just released at the time where, we all know what’s up when a game goes F2P, and it sucks that, when we are all burnt out on the F2P scene, Halo Infinite happen to release. Halo, another AAA title falls victim to the ‘Game of Service’ model.
You could also grind for the credits to get the loot boxes. Though I do remember doing the calculations at the time, and the most expensive “bundle” was actually cheaper to buy if you bought the smaller bundles… 
Right now, in Infinite, everything is paid for… since the game is free to play for most people. It’s annoying to see so many things locked when I level up, but then I remember, I haven’t actually paid anything directly for this game.
