So how exactly is Halsey a war criminal? She is routinely accused of being a war criminal but war crimes did she actually commit?
She decieved Lord Hood and attempted to hide in the shield world Trevelyan as well as stealing a ship. For these actions she was arrested for “committing acts likely to aid the enemy” but this was really a way to scapegoat her for ONI’s actions and allow her to be used for ONI’s ends, not actual war crimes as we know them.
Now obviously we don’t know how the definition of war criminal has changed in the centuries ahead of us in the Halo timeline but by our current definition she is no war criminal. Guilty of crimes against humanity perhaps but these can be and are seperate from war crimes.
This might seem a bit pedantic but it always struck me as bit odd how she is consistently described as a war criminal without committing any (that I’m aware of) war crimes.
Supposedly she somehow hid the cloned Spartan IIs from Parangosky and ONI, which I’m still on the fence about seeing how unlikely that is. Also 343i is trying to stir up this moral decision crap with all the Halsey bashing from the Kilo-5 trilogy and Spops.

it’s not that hard to believe, the ONI officer on The Mona Lisa did it, Black Box was created specifically because she wanted to make sure Osman would take over ONI when she was gone like she planned. and If you have the reprint of TFoR Halsey was captured(and later rescued in “The Package”) because she somehow managed to sneak onto a random planet without ONI knowing.

I think taking a spaceship off the grid and cut off communications is easier to pull off than cloning entire batches of children, likely on Reach, the very seat of UNSC military power and an area with a heavy ONI presence. Certainly the clones wouldn’t be next to the office break room, but it isn’t like they would be able to be hidden either.

Yeah, and Ackerson and his S-IIIs who went on suicide missions, whom were children looking for revenge against the Covenant, should totally be treated as a war heroes. And hats off to ONI for thinking to get the Sangheili to kill themselves off was an awesome idea, even though it created another Covenant faction, but alls well is well right?

I’m not arguing that Halsey is a saint or in the right, I’m arguing that she isn’t a monster and that she deserves a fair trial. Not to be declared dead to the public and enslaved by ONI.
The problem is that everyone thinks Halsey is some unemotional, heartless, and manipulative monster, and somehow everyone seems to forget that ONI are the true villains here.
She’s under trail for abandoning and jeopardizing a mission.
She kidnapped a Spartan and stole a ship.
Also I think she made Cortana without telling ONI.
She isn’t or shouldn’t be under trial for anything she did in the Spartan program lol.

Anyway, let’s omit the silly notion that Halsey could’ve gotten away with cloning 75 kids, which means 75 people ONI probably would’ve known were never reported missing, or were reported found days later after their kidnapping. She would’ve been a criminal due to the fact that she stole Kelly away when the UNSC forces in First Strike had just come across the largest Covenant fleet ever seen with Earth’s name on it.

Indeed, the problem is that literally nobody within the lore or anyone doing writing for anything Halo related seem to care about that tidbit and instead want to focus on the S-II Program.

Because annoying silly plot things can make the story make sense. As they say, ignorance is bliss 
I mean, if cloning is so bad, how’d halsey even acquire the hardware to do it without it tripping off someone’s alarm?
