How I'd balance starting precision weapons

Here are the initial stats that I’d give each starting precision weapon…

no damage taken
then:

DMR: 5 hs 0.3s fr 1.5 kt

NR: 3 hs 0.5s fr 1.5s kt

LR: 2 hs 0.8s fr 1.6s kt

BR: 4 hs 0.4s fr 1.6s kt

Magnum: 3 hs 0.6 s fr 1.8s kt

Carbine: 6 hs 0.3s fr 1.8s kt

(hs = headshot
fr = firing rate
kt = kill time
units = seconds)

From these stats I can list some hypothetical scenarios to see which weapons would be better to finish off the kill…

1hs from LR (0.8s) OR
2hs from BR (0.8s) OR
3hs from Carbine (0.9s) OR
then:

LR: 1hs 0.8s kt

BR: 2hs 0.8s kt

DMR: 3hs 0.9s kt

Carbine: 3hs 0.9s kt

NR: 2hs 1.0s kt

Magnum: 2hs 1.2s kt

3 hs from DMR (0.9s)
then:

DMR: 2 hs 0.6s kt

LR: 1 hs 0.8s kt

BR: 2 hs 0.8s kt

Carbine 3 hs 0.9s kt

NR: 2 hs 1.0s kt

Magnum: 2 hs 1.2s kt

2 hs from NR (1.0s)
then:

NR: 1 hs 0.5s kt

DMR: 2 hs 0.6s kt

Carbine: 2 hs 0.6s kt

LR: 1 hs 0.8s kt

BR: 2 hs 0.8s kt

Magnum: 2 hs 1.2s kt

As these are all numbers and I can’t actually see how each weapon would work in game, I can at least take a guess at what gun I think would be best. And I think that weapon would be the DMR. Would it be overpowered? From the numbers it doesn’t look like it.

If I’ve made any mistakes with these hypotheticals, please point them out. If you don’t agree with me that these would be balanced, please say that too. This is a discussion on weapon balance after all.

You know the Needle rifle isn’t in Halo 4… right?

Anyway, it’s a bit late to worry about kill times now.

I do. They must have excluded it because they didn’t think it would fit in the sandbox. Hopefully I’ve shown that it can because I think it’s a shame to introduce new weapons and then drop them the very next game.
