How has this guy not been banned (Resolved)

Ok, so im not gonna post the guys name, but this guy literally got an alt account, with the exact same name as him, on my team, and as that account, just never moved so the enemies could farm him, he only moved slightly so he didnt get kicked, never fired a single shot back, and this guy is a champion rank on swat. If this is what swat players are doing to reach champion rank, i really dont think i wanna keep playing this anymore
