First of all, I know nobody besides 343 knows the storyline of the next Halo installments. Halo is known for it’s cliffhanger endings, and I know how Halo 4 could make a perfect ending that leads into Halo 5. After saving humanity yet another time (or simply finishing his last goal whatever it is) a mysterious life form appears. It turns out to be The Arbiter.
End. I think you know where I’m heading.
What if the arbiter’s already in H4?
A buddy cop movie esque story for Halo 5? :D?
Arbiter-centered scene would be a total flaw… Don’t know why so many excitation about the Arbiter and other Elites. The Reclaimer Trilogy must be focused on Master Chief and Cortana, the apex of humankind and the Last True Reclaimer, if you want to see it like that.
If he had been protagonist for more than one and a half game, maybe it’d work. It’d be like saying “Hey, the main character is back.” But he’s not that much of a character, and Halo 4 should deserve a more closed ending, like in CE.

I know some people might feel closer to Elites than to humans. I’m a furry illustrator. But we have been waiting to see what happens with Chief and Cortana, whose stories feel much more emotive and epic and human.
This is their return. You should undertand they are the real protagonists of Halo and that the Arbiter is in a second position and they haven’t have a game only for them since Combat Evolved.
I’m tired of Arbiter. I never cared for him and despised the levels we would be stuck playing as him. Nonetheless, for any great trilogy, the format is more as follows…
1st: Epic story with an intense hook to grab people’s attention. Story ends with ambiguity but with general closure.
2nd: Story is not as strong, but offers broader perspective, fleshing out the universe and/or characters revolving around the story. The ending often has a large cliffhanger, keeping audience at edge of their seats until the final chapter arrives.
3rd: Many support characters die or equally shocking event. Things begin looking grim and hopeless, filled with intense emotion. Story typically ends with closure and inspiration after one major intense scene.
To give a cliffhanger in the first installment of this trilogy would be pushing things too far. Cliffhangers are meant to keep people waiting for the next big thing. It’s much like a blitz in Football. If you use that opportunity up now, you won’t have the surprise factor and things will get stale once you use it again in the nearing future.
Eh, I would rather not have the arbiter be the last thing I see at the end of Halo 4. Give me something more shocking please.

Shocking!
No cliffhangers. Make every game a complete, self-contained story. Each piece would add to the overall arc, but would still be a complete, finished work on its own.

Personally, I wouldn’t mind not having Elites or Humans in Halo 4… maybe 5 or 6, but I want Halo 4 to be unique.
Arbiter would be awesome since Arby n the Chief would be able to continue.
