How forerunner vision should be balanced

If anyone has played the game Blacklight: Tango down, you know what forerunner vision is.
It’s basically wallhacks.

Here’s how you would balance something like this:

1: Limit the range to 5-10 feet for not seeing everyone on the map.
2: Make it really blurry when looking so you don’t see what gun this spartan has.
3: You cannot use a weapon when activating this ability.
4: Set on a time limit of 5 seconds at the most.

X-Ray vision lasts however long you want it to be, and up to 30 yards away. - Balanced

I like these ideas they seem pretty fair. But wait about cool down time. I say maybe 2-3 mins. Has to be fairly lengthy people shouldn’t be able to use to excessivly!
