How does specializations discourage boosting?

I really like the idea of specializations. but i just thought of how they really don’t want boosting. Whats the point of hiding your rank when people will be boosting for the specialization. I am really confused on there logic. And like i said i really like specializations but how can they discourage boosting by hiding your rank and then encourage boosting by putting in specializations?

They meant boosting like people did in Halo 3 to get to 50…
