You will have to wait until the game is released, you can’t gift pre-orders as far as I know.
The option is in the store once the game is released and will give you the option to gift it to someone.
If you want to do it ahead of time, you could buy them an Xbox card for the value of the game and give them the code so they can pre-order it now and install it ahead of release.
