I think you need to reach the max rank, Inheritor.

You need to reach the rank of Inheritor (20 million career cR) and own every base helmet in the armory - then the haunted helmet will be available in the armory for 1cR; It’s a variant of the Pilot helmet.

You have to be an inheritor.

You’re right. Inheritor Rank which takes 20,000,000 credits. I finally got there back in Jan 2015. Took me a long time and nearly 100,000 kills too
