How do you get DLC to work on Xbox One?

So I’ve installed Halo Reach on my Xbox One and downloaded all te DLC as well, but for some reason, my game still tells me I need to download it. How can I get the game to reconize that I do have the DLC and that it’s all downloaded already? Please help.

So, they let you download the DLC, but not actually use it?
