How do you get commendations without XP?

How is he that rank, but with EVERY commendation unlocked?
I’m nearly 117 and I am nowhere NEAR that done?

The Spartan Ops enemy commendations would probably take you to 130 alone.

If you have him on your recent players, just file complaint and move on.

How do you not know that he boosted EVERY commendation in full party?
He wouldn’t gain the XP due to the cap…
I wouldn’t want to report him in case it’s a waypoint glitch or an excessive boost…
Though, I know there are profile mods out there that do this to your account.

Nevermind. He’s finished the commendations without getting the stats.
For example his most used weapon, the light rifle, only has about 200 kills but the commendation is maxed.

People should report him

Actually, it could be possible that he hacked to get all commendations and max rank BUT, he was reset back to SR-1 by 343.

That wouldn’t reset his wins/losses or kills/deaths with each weapon?

If they would reset EVERY stat he has… they would reset the commendations.
instead, he clearly has all of the commendations without the stats that would have completed them.

What are the odds that one of the few people who can max all commendations this early, also got reset?

Could be that he played a lot before using his spec code.

He isn’t even SR50 yet.
He’s also not got many games played, at all.
