how do you get a dinosaur emblem?

Saw a dude with one today, and I’ve never seen one before, it looked like a Raptor or T-Rex.

You can’t get one. In fact, the emblem that you encountered can only be obtained through modding.

I’ve heard you can get it through mastering all the commidations. I’m not 100% sure though…

Nope. T-Rex emblem is a mod, not an unlock.
