I’m with you but there is more at hand, its just for show it doesn’t show how good you are just show how flashy you are. 
If your talking about the helmet you unlock it like any other armor. As for the preorder skin idk.
im pretty sure its not a skin but you actually get the armour, because it say LOCUS HELMET not locus helmet skin ______ so im pretty sure u have to pre-order it from mighty ape. but it may just be a skin but i dont think so.
Theres no way currently, Locus is being offered in New Zealand, U.K. only I believe. It is strange, I have seen the In Game Locus Helmet from Comic Con, and have a render of the In Game Locus Helmet with the Skin shown at the retailers on my facebook, both are completely different Skin wise.
So its possible that the retailers themselves are confused and think its the Helmet itself when in reality it is just a Skin for the Helmet. Or the Skin is just another option for the Helmet for those who like to be unique and it does indeed come only as a Pre Order Bonus and isnt unlockable in game, no one really knows :/.
For now it looks like our best option is to wait for 343i to release all pre-order content some time after launch.
For now there it is very likely they will do so, but there is no official confirmation.
