You would have to get someone to either render out your theatre clips for you (or do it yourself if you have a capture card), or you can use the Game DVR feature of the Xbox One. If you use Game DVR then a site like xboxclips.com will let your view your game clips and screenshots. You can also view these from your Xbox.com profile page

To share a clip on the site you can go to a site like xboxdvr and type in your gametag, it will show all saved clips
It’s the full saved game but there’s no way of sharing them it seems…ridiculous!!

Bungie had a service for a while called Bungie Pro where you could pay for render minutes and render clips out, but apart from that you’ve never been able to share clips or view them on a PC without the use of a cap card or Game DVR. Myself and one of the monitors here actually had a render service going for a while, but was a bit hard to maintain. I know there’s a file browser in the works but it likely won’t include any sort or rendering mechanics (though a Bungie Pro-like service would be awesome), so it will, at least, be a lot easier soon to have people find clips and share out clips from File Shares
