The Career Rank used to be known as Milestones on the Xbox 360 Halo Waypoint App. Career Rank is based upon your Achievements in Halo 3, Halo 3: ODST, Halo: Reach, Halo 4, and Halo Wars. The more achievements you have, the higher your Career Rank will be. I dunno exactly how many you need to reach Career Rank 30, but that should answer this in better detail.

Waypoint is not displaying the achievements at the moment so cannot detect that you should deserve it. I’m sure they will fix it, after all they went so far so to stop the app from freezing.

To get the Security or CQB helmets/armors in Halo Reach, you have to unlock them through the Halo Waypoint App on the 360. There is an area that has all the unlockables for Reach and each armor/helmet has a set requirement listed that need to be completed to unlock them. These requirements consist of obtaining certain achievements in the various Halo games as well as reaching certain Career Milestones.

The Career Milestones are tied in with achievements. The more achievements you have unlocked in the Halo Games, the higher your Career Milestone will be.

There is no Xbox One version. The Halo Waypoint App was an Xbox 360 only app. On Xbox One, there is the Halo Channel app, which is something completely different. So yea, you would only be able to check them on the Xbox 360.
