You have to go to your profile name and open challenges. Then scroll down to Active challenges and click create challenge. Everything else is up to you.
There’s a Custom Challenge walkthrough about halfway through this Bulletin. Look for the “Everything you need to know about Custom Challenges in 1,000 words or less” subtitle.
