How in the world do I lower my weapon in Halo Reach on the Master Chief Collection? I’m confused because I see posts on all the other games, but never about Halo Reach. Can somebody help me?
If you a using the “Default” controller setting, then its: X B Down on arrow pad and push down on right stick

There will be an audible sound that will let you know it worked after a few seconds. If you start the button combination while scoped in beforehand, you can see yourself lower the weapon.
How I remember which buttons to press to lower my weapon is by knowing that it’s every button that doesn’t make any visual difference to your character in the third person. Those would be grenade switch, interact, and weapon zoom, along with down on the d-pad.

So I’m assuming that it’s only in Campaign? Because the article said that just like in Halo 3, players can’t do it in Xbox Live or something like that

That refers to the original version of the game, where you could only do it with the ‘system link’ network option active. In the Master Chief Collection, that restriction is removed, so you can do it anywhere now.
Why they just don’t make it hold down on the D-pad is beyond me.

No, I am fairly certain that in the MCC, you can lower your weapon anytime, anywhere.
How do you do it on PC tho?
