I’m pretty sure the Challenger set was only available through a HCS REQ pack which nobody can get anymore.
At the moment, it is no longer possible to acquire the Challenger set as it was only available through an exclusive pack that is now long gone.
It depends which challenger you are talking about. The with HCS stuff on it is no longer available, but its less exciting varient (Protector Stalwart) Can be obtained from the HCS team packs after you get all the HCS skins.
EDIT - Turns out you can get Protector Stalwart from gold packs.

Ah ok when it was first available it was only available from the team packs thanks for letting me know.
You have to complete all the Vidmaster achievements. Then Bungie will grant you Re- Challenger.

I had a look, and yes, you can buy the HCS Team packs in the Xbox store. However, in regards to the OP’s question he cannot purchase the Challenger armor through those packs.
As it has been previously stated that armor is no longer available. It was rewarded for watching the HCS at some point last year. I don’t remember the date, but they gave us a heads up beforehand. You watched and the pack showed up in your REQ’s to be opened.

Oh that armour yes I have that the limited edition one, I thought OP meant the basic one you can get from HCS packs, eventually they will probably make it free to all

It is a great list of how to get all of the limited time offered armors and skins. In particular in regards to this thread.

They may make it available at some point during the HCS playoffs.
Go back in time. Unless you can, you won’t obtain it ATM.

That’s the thing I watched it and i never got the REQ pack
Yes they did say if you watched it on your Xbox from like twitch or whatever you would get it. However my friend doesn’t even have the game and didn’t bother to watch the livestream but he was able to check the Xbox store for a free pack with the challenger armor.

What sucks is that they said you could watch it on Halo Channel and you’d get it, so I had it running the whole duration it aired, and while signed in to my account. I didn’t get anything after the event finally finished. 
They are ugly anyways.
