I’m thinking about picking this game up again and thought that set looked perfect for me. All i’ve heard is that it is not random and you can actually earn it, which is really cool since i don;t like the whole random aspect of the rewards in this game.
Could anyone give me a clear answer? Google gives me too many results saying vague/carrying things.
What are the prereqs for obtaining both helmet and armor?
Have to join a Spartan Company and complete the kill commendations with them. Complete all level 3 commendations to get the armor. Completely finish all kill commendations for the helmet.

Does the kill commendation only appear when you join a company?
I don’t see any commendations called kill.

Yep, pretty much this.
There is a search Spartan Company feature here on Waypoint you can use to find a group. Most of them are probably on the helmet grind currently so it might be harder to find a group going for the armor.
One thing I’ll add is that you need to be a member of that company when the armor or helmet pack is rewarded. So if a company has already earned the armor, you won’t get it if you joined after the armor commendations were completed. So if you’re interested in getting both, you can always post in the recruiting forum looking for companies who are working towards it.

need to join an active spartan company, and through the commendation you will get it

Spartan Companies have a different set of commendations from normal Spartans, which you’ll only be able to see in a Spartan conpany profile. One category of them is based on various ways to kill enemies.
