How do i get inv to Halo CE?

I assume you mean the CEA flight/test(s) on PC?
You need to be signed up to the Insider program (check out the FAQ here for more info).
Once you’ve done that (including verifying your email address and opting in to communications updates) you’ll have to wait for them to send out invitation emails.
Since the current flight ends on the 24th it’s unlikely they’ll select more participants for it but you may be invited to future flights.

Now the flight is start for Halo CE but in the future you can considerated if you join in Halo Insider Program

It’s randomly selected, depending on your specs and availability, as listed in the insider program, which can be found when you click on your profile pic.

And besides, Flight #4 will end until February 24 at 10 AM PST.

I hope it’s the last flight before release. Aside from a few minor graphical and audio bugs, it is very playable.

It isn’t, this is RIng 1. They are going to do 2 more rings before its a release candidate.

In the January update post which I gather you didn’t fully read.

“As we did with flighting before Halo: Reach’s release, this will go through our Rings 1-3 process. And, as before, depending on what issues are identified, promotion through each Ring could go quickly or be delayed by bugs.”

That isn’t what rings mean; rings are essentially the different stages of a single flight build and who’s given access to them. Ring 0 is internal, 1-2 is studio partners, 3 is Insiders - this is the ring we are currently on for the CEA flight.
1 ring does not equal 1 flight.
