I bought the limited edition Halo 4, and thus I got the map pass. Now I’m at my parents’ house using my brother’s Xbox. I can’t figure out how to get the Crimson, Majestic, and Castle map packs without paying for them. The in-game store doesn’t even list them, and it seems like the dashboard marketplace would charge me money for them.

You have to do a licence transfer to that console. Here’s how you do it.
If you don’t want to transfer the license over to that Xbox, you can simply redownload the maps via your Download History. This will allow you to play the maps as long as your profile is signed in on Xbox Live.

Oh, and you’ll also want to download the Map Pass, or the Infinity Actual Kit, as it’s called with the Limited Edition. For some reason, when I tried to do the same thing, I needed to have that downloaded to use the maps.

Seems pretty easy to me. You can download them on another console and use them while you’re signed in to your gamertag. Doesn’t get much easier than that.
A license transfer is not that simple, and now that Hotrod mentioned it, I realize what the issue is. If you bought the LE, you get the Infinity Actual download, which is not the same thing as the Map Pass. The Infinity Actual item does not show up in the Marketplace. Maybe if I had the code with me I would be able to download it.
The Map Pass and the individual map packs are separate items. Since those of us that got tue LE have never downloaded those before, we can’t redownload those for free.
Like Hotrod said, if you go to your Download History from the Xbox 360 Guide, you should be able to redownload it.
