My son and daughter both want to pay the game (downloaded from xbox store) naturally they want to pay independently, each keeping it’s own pace and progress
But, i can’t find how to create multiple profiles (for single game) in the game menus

Playing independently isn’t possible unfortunately. But they can play the campaign cooperatively. All you need to do is turn on the second controller and have them sign in on a guest profile or a different account =)
Wow, this is amazing (in a negative way) that this is not possible. Such an expensive console and games and such a trivial thing is not possible??
So am I supposed to buy 2 copies of every game in order to let them both play? Or am I supposed to also but another console? Is xbox one designed for people living alone?

Buying multiple copies of the game would not solve your situation. Each game has a different save system/save structure.
You can set up different profiles (Xbox/Microsoft accounts) for your kids and when they log in solo the game will show them which campaign missions they have completed. In this way, it will track their progress individually. I believe you can set up as many local accounts on an Xbone as you want to, they just will not have any online functionality unless you pay for a Xbox Live gold account. But they can play the campaign and have their progress tracked, as the campaign does not require an online subscription to play. I think this will solve your situation.
The only thing I’m not sure of working would be mid-mission saves. They may have to fully complete each of the missions before logging off or turning off the console to ensure it marks the whole mission as completed.
