How different is the Storm Covenant?

I noticed the elites in Halo 3 & Reach look significantly different than the ones in 4. Their jaws don’t extend from below the skull but seem to be mounted on the side, and their eyes are placed differently. Halo 4’s elite model couldn’t be used for the Arbiter and look correct.
Are the elites in the storm covenant a different “race”, if you will … like with the Jackals (several variations within a species like the Galapagos birds that Darwin observed)? Or is it a creative license thing to improve their appearance like the Forward Unto Dawn and Chief’s armor?
Of course the elites in Combat Eloved were very slender and had necks extending like 18 inches … so I’m assuming they were changed for graphical/visual improvements. Maybe I answered my own question.

These Elites are primarily associated with the colony Hesduros, which accounts for several Armor and architectural differences as well.

As for biology, we haven’t seen many styles so exposed. Add that to obvious and likely diversity within species, and it isn’t unlikely Jul grabbed a bunch of Elites from an area where their skin is a bit more textured and and other varied characteristics.

For example, the Jackals of Halo 4 are primarily from an isolated continent on their homeworld, causing to bear their species’ reptilian heritage quite a bit more.

It’s for creative purposes for majority of the races or it was the main reason , some might get explanations why they look very different like the jackals in halo 4. But don’t over think it too much and yes you kinda did answer your own question.

I have noticed that they wont use human guns/weapons.
