I tried posting in the recruiting forums and also tried to make a club on Xbox also tried to straight up go game chat and ask people. I’ve had my company from before the game was released and I’ve had no luck in filling my Spartan company with active players. So I’m now asking everyone that has maxed out company how was the easiest way to recruit people?

Well, I joined my company because I was promised a slice of peach pie and a root beer. So far no one has delivered. 
On a more serious note, I’d suggest talking to people (Probably on Live.) Making an actual bio for your company. Try to find like minded individuals and invite them to join you. I turned down a whole mess of requests before I got one that clicked (casual and customs were key words.)

Be the leader. Make nice speeches. Talk about destroying enemy core.
