It wouldn’t surprise me if the Covenant knew about Catherine if you remember she was captured on Third Fleet of Glorious Consequence by the Covenant. I’m sure during that time the Covenant found information on who she was and didn’t want her killed since she is too important. Jul was a ship master back in the Human/Covenant war but retired in 2552. Now he leads the Covenant Storm faction.
