I don’t have a Steam account, I run the Master Chief Collection in my Windows computer without Steam. How can I download all the official mod tool without a Steam account?

I believe in order to use the mod tools you need a Steam account, which is free.

I think you have to own the game inside MCC on Steam in order to download the mod tool, and yes you have to have a Steam account.
