You have to join a Spartan company that doesn’t have the armor yet and help them complete the kill commendations. Check the recruiting forums for companies. Join one that sounds like it’s for you, some companies have certain play requirements.

You have to join a Spartan Company and complete all the company’s kill commendations to level 3 to get the armor and level 5 to get the helmet. You can start your search in the Recruiting forum.

Have a look at the list of spartan companies (the companies closest to the top of the list are the most active) or look at the recruiting forums to find a company.
