I recommend GOTY edition.
Of course there are still some Locus Codes out there, but they cost almost as much as Goty itself.
Halo 4 GotY Edition is the best way to go.
I’m sure you could find the Locus helmet for relatively cheap on ebay. That is, if you don’t want to buy the GOTY edition.

Last time I saw the Locus helmet on eBay the cheapest was going for $55, but there isn’t any on eBay anymore I checked.
At this point the OP’s best chance is to just buy the GotY edition, since it would guarantee all DLC except Fotus, and would be much cheaper than buying DLC on eBay.
GotY is your best route. The DLC alone is worth the price. The maps are fun too if you play Customs. Plus, you increase everyone’s chances of DLC showing up in matchmaking by .000001 percent. Lol

The last time I saw the Locus helmet it was around 10-15$. I guess it’s just a matter of opinion. Either search on ebay for a cheaper code, or get instant gratification by buying the GOTY edition.
Goty. You get a lot of other cool armors whit it and it costs about the same amount.
I got the GOTY from amazon when I got my Xbox last month so I have everything except the FOTUS armor (which sucks since I got a used Console Edition instead of a new one as was stated) and I got it for like 30-40 dollars so I think it’s a pretty damn good deal.
