He’s not getting character development, he’s getting his character shown more.

Like what the other guys said, it’s good to read the books for chief. The chief is a very goal oriented person and very “to the bone” of what he has to do. Putting his life consistent danger to achieve victory. He also has a sense of humor(dry humor) with ones that he is comfortable with (cortana).

Cortana is a very strong part in revealing more about the chief. Without cortana, he would just completely hide his thoughts and emotions, not slightly revealing them with cortana’s presence.
