It plays were you first see the storm covenant setting up bases and placing soldiers
here at 04:34 it sounds very mysterious.
As far as I can see (just double checked all the tracks from Volume I & II of the soundtrack), it was just another track that got left out

sucks was looking forward to this track i could not find it in the both volumes.
