Is this new? Did 343 already say that their were going to be hit markers in Halo 4? At 0:06 you can see that hit markers appear on the four corners of the reticle whenever he hits someone, but don’t appear if he misses.
I noticed that hitmarkers don’t appear on unshielded targets. IN the campaign footage when he shot the grunts and jackals they weren’t there. But when he shot the elite who is shielded the hitmarkers appeared. Also they appeared on the shielded spartans. But yes it does appear that hitmarkers have been implemented.
I think it’s a pretty neat effect.
