Not a single person has discussed the toys yet
I noticed those. I am very interested in them. They will most likely be skull sized toys that you can (hopefully) pick up.
Maybe like the squeaking dolls you could find in the anniversary map pack in reach.

That would be sweet, I can just imagine a skull where enemies drop a little toy version of themselves when you kill them!
The list of achievements suggests that they are little figurines as there is an individual achievement for each one, "collect the master chief toy " and a cortana, prophet of regret, arbiter , didact, librarian, tartarus and rampant cortana.
