Hidden picture in the bulletin!

In Section 3 where it says recover the Garbled Bits… the very last period is a link to download a picture. I can’t quite figure it out I think I’m seeing a face but I could be wrong.

It could be a 3D picture or one of those hidden pictures where you need to try to look past it or maybe something that needs to be changed. I’m still trying but could use some help.

I thought I saw the lining of an image hidden in there, but I’ve had no luck extracting it. I think my eyes were simply deceiving me

I totally see some shapes in there, it wouldn’t randomly be there Im sure

I tried the seeing eye thing but no luck. Must be something deeper.
